The governor of the island impressed American missionary Lorenzo Warriner Pease with his new punitive laws:

The Pasha has made a law that whoever strikes another in a quarrel, shall pay as many dollars as he strikes blows. He requires that all persons having any difficulties with another shall go before a proper judicial officer and make complaint, without attempting to settle it themselves.
