Consul General Taylor Belcher on a report to the Secretary of State:

Announcement Harding’s resignation and replacement by Sir Hugh Foot greeted with reserved rejoicing by local press. Weekly Greek language ‘’Alithia” gives a typical warning against raising hopes too high, referring to the fact that Harding, was not necessarily a promoter of recent Cyprus policy but a disciplined soldier carrying out orders. Foot’s record as liberal noted but papers generally say what is important in not change of governor but change of heart on part of government.
