Description:

The cartoon shows Disraeli walking on the tight rope of the congress of Berlin and carrying the Sultan on his back. He appears performing a balancing act between war with the Turks and peace reached through a convention that secures Cyprus as a British possession. The cartoon appears to be a triumph of Disraeli who achieved peace with honour. In fact, Punch is deriding Disraeli who at the end of the day burdened the United Kingdom with the responsibility of defending the Ottoman Empire against the Russians as signified by Disraeli carrying the Sultan on his back.
