Very much aware of possible repercussions here but believes vacillation could have grave repercussions also. Foot claimed very little information on substance Athens – Ankara ex – changes and said he very worried over delays in reaching agreement on principles and on timing of wide conference. I asked whether any decision reached on Makarios return. Foot said British govt believed return now, prior any agreement in principle coming out of Athens – Ankara talks might make Turks more intransigent.
